Apropos the subject cited. Punjab Casual Leave Rules 2026 for College Teachers – New November to February Leave Policy

  1. It has been observed that many teachers in government colleges across Punjab continue to accumulate their casual leave during the initial months of the year and then use the remaining leave collectively during November, December, January, and February, whereas these months are extremely important for completion of the syllabus and teaching activities. This situation affects classroom continuity, places an additional burden on other teachers, adversely affects college discipline, and weakens the academic standards of students.   2. Casual leave is not a right (as per CSR Punjab Vol-I Part-I), but is granted as a concession only on account of genuine personal need. Rule 8.61 makes it clear that casual leave is not regular leave and its approval is subject to administrative convenience. Under Rule 20, leave may be withheld or deferred in the public interest. The courts have consistently upheld the principle that: “Leave is not an inherent legal right and may be restricted or refused in the public interest.” (PLD 1963 SC 51; 1998 SCMR 2268; 2005 SCMR 700; PLD 2010 SC 632)
  3. In order to maintain quality education and uninterrupted teaching activities, the following directions are hereby strictly enforced in all colleges across Punjab:
  • a. Casual Leave shall be granted only in accordance with Appendix-17 of the Amended Punjab Leave Rules, 1981.
  • b. Accumulated casual leave shall not be approved during the latter part of the year or at the beginning of the new year if it affects the teaching schedule, completion of the syllabus, examinations, discipline, or the performance of the institution.
  • c. Casual leave may be cancelled, deferred, or partially approved if educational requirements so demand, as permitted under Rule 20.
  • d. The approving authority must record that leave is not in the public interest at that particular time if there is a likelihood of academic loss as a result.
  • e. No faculty member shall claim casual leave as a matter of right, particularly during the sensitive academic months of November to February.
  • f. Principals shall monitor casual-leave accounts on a monthly basis to ensure that leave is not unnecessarily accumulated.
  • g. All Directors of Education (Colleges) shall immediately communicate this memorandum to all Principals and faculty members and ensure its implementation. If any academic loss occurs due to negligence on the part of any official, action shall be taken against the responsible person under the PEEDA Act, 2006.
  • h. This order has been issued solely in the interest of the academic future of students, institutional discipline, and the uninterrupted continuity of the teaching process, and is fully supported by the applicable legal principles and rules.
